No More Cuts To Early Learning!
On August 19th the NYS Legislature reconvenes in Albany for a special session to deal with a worsening state fiscal climate. Governor Paterson is asking legislators to approve a $600 million reduction in the 2008-09 budget that includes a 6% ($7 million) reduction in child care funding. These cuts won't occur without legislative approval.
Across-the-board cuts disproportionately affect children and families. The state should explore generating revenue and employing cost-neutral solutions instead.

Subject: Do not cut early learning programs
Dear [ Decision Maker ] ,
I am writing to urge you to hold early learning harmless from budget cuts. While the Governor has proposed protection for Pre-K, there are other early care initiatives at stake. Child care is one of the areas that would be negatively impacted by the Governor's proposed reductions.
This could result in close to a $7 million reduction in child care funding! Children and families simply cannot take that kind of hit. In these tough economic times, it is even more important for New York State to support working families. Children need high-quality care to learn and grow and parents need a safe place for their children to stay while they are at work.
When you are making budget decisions this week, please bear in mind that across-the-board cuts disproportionately affect children and families. The state should strategically and thoughtfully examine where cuts can be made. In addition, the state should generate revenue where possible and employ cost-neutral solutions where they exist.
One example of a cost-neutral strategy that would enhance early learning is allowing school districts to spend unspent Pre-K funds on supports such as full-day programs. This would increase enrollment in programs that benefit both children and families - and it wouldn't cost a penny.
