As a member of the House Education and Labor Committee, I urge you to support the passage of HR 3221, the Student Aid and Fiscal Responsibility Act of 2009. I am excited to see that the bill creates and funds a new Early Learning Challenge Fund, a competitive grant program to help states invest in high-quality early learning programs and improve the quality of their early childhood education systems.

The Early Learning Challenge Fund is a key component of President Obama?s comprehensive early learning agenda and would build on Massachusetts?s strong commitment to improving the quality of children?s early learning experiences.

Research has shown that high-quality early education increases children?s academic achievement and educational attainment, making it a critical economic development strategy for all states and our nation as a whole. The Federal Reserve Bank of Minneapolis estimates that every dollar spent on high-quality early education provides a 16% return. Based on this evidence, Massachusetts has invested $173 million dollars in improving the quality of children?s early education since fiscal year 2005. Passing HR 3221 would help continue this work and ensure that Commonwealth remains a national model for education.
