The truth about A 4172 and S 3024

 This is a letter to explain to our elected officials that the bill in front of them does not accomplish most of what they were told it will.... As we have limited time to try to stop these bills I ask you all do this sooner rather than later and get everyone you know to do it.....

Subject: The Truths about S 3024 and A 4172

Dear [ Decision Maker ] ,

I thought it very important that you all realize that this bill does not accomplish what it was set out to do and therefore should not move forward until it is recrafted to accomplish its intent. A no vote is the only vote!!!!

1) This bills original intent per Pinelands Preservation Alliance, New York New Jersey Trails Conference and many other conservation groups was to have a point of sale registration and tagging program to ensure that Law Enforcement Officers would be able to track illegal riders.

2) Seventy mayors signed on to this bill( through a letter from the PPA) with the understanding that there would be Point of Sale registration and tagging with funds from registration used for enforcement. damage restoration and OHV park creation.

3) The referenced letter also called for a diversion program for first time juvenile offenders.

4)The League of Municipalities supported a bill that included Point of sale registration,the only way to guarantee that vehicles will be registered.

5) It has been said by many opponent of OHV recreation that DEP should not be spending money on OHV Parks,They say : I am a skier, Is the state going to buy me a ski area ???

Answers to above statements:

1 )What the bill says now is every purchaser of said vehicle shall properly register with commission within 30 days and applies ID numbers themselves....This is exactly what the current law is and it does not work...as of now only 3.7 % of NJ ATV`s are registered.

2) In the bill all funds from registration(which will double) and fines( which are out of line) go to enforcement payable to MVC or DEP. with no provision for OHV Parks.

3 ) Besides there being no diversion for first time juvenile offenders, the fines in some cases are stricter than DUI charges....

4) They know without Point of Sale registration it won`t happen.

5) NJ does not charge a registration fee to ski`s last time I checked....

This bill is a money grab and does absolutely nothing for the NJ citizen who rides an OHV. This bill needs to be recrafted with the OHV community's involvement...

Vote no !!!!!!!!!!!!!!!!
