NJ Assembly Bill A-4172
This Bill Titled: Establishes new penalties for illegal operation of certain vehicles on public lands,revises law concerning registration, insurance and operation of all-terrain vehicles,off-highway motorcycles and snowmobiles.
This is nothing more than a way to squeeze more money out of OHV users without providing any services.
This Bill will effect the whole OHV community in a large way.
All-Terrain Vehicles as described by this bill are 2 to 6 wheeled motorized vehicles.

Subject: Unfair treatment of user group
Dear [ Decision Maker ] ,
As a member of NJOHVA, a RESPONSIBLE owner, proponent of LEGAL OPERATION of Off-Highway ATV`s and Dirt Bikes and one of your concerned New Jersey constituents I am dismayed about the proposed Assembly Bill A-4172. While I support Off-Highway ATV`s and Dirt Bike registration, I do not support A-4172 since this bill further discriminates against legal and responsible users of Off-Highway ATV`s and Dirt Bikes by imposing penalties instead of supporting appropriate use of these vehicles.
I and all LEGAL OPERATORS of Off-Highway ATV`s and Dirt Bikes and all members of NJOHVA strongly oppose the approach taken in Assembly Bill A-4172 which will be introduced to the Assembly Transportation and Public Works Committee on or around December 6, 2007.
This bill is designed to classify all of the 200,000 plus Off-Highway ATV`s and Dirt Bikes operators in New Jersey as illegal and impose criminal punishments in spite of their RESPONSIBLE and LEGAL use of these vehicles. Further passage of this bill will initiate a negative impact on the state economy annually resulting from lost Off-Highway ATV?s and Dirt Bike sales and lost tourism / recreation dollars.
A review of the origins of this bill will show that it was crafted by special interest environmental groups with a narrow view of the New Jersey constituency, their interests and New Jersey economy and no input from the large legal Off-Highway ATV`s and Dirt Bike community.
As a member of the Off-Highway ATV`s and Dirt Bike community and responsible and legal user of these vehicles I demand that I along with the New Jersey Off-Highway Vehicle Association (NJOHVA) be heard prior action being taken on A-4172.
I and the NJOHVA propose a better solution to the illegal use of Off-Highway ATV`s and Dirt Bikes based on proven approaches used in other states. The approach supports OHV registration as well as OHV / environmental education and responsible OHV recreational opportunities, instead of heavy fines, confiscation and imprisonment.
As one of your constituents and legal / responsible operator of Off-Highway ATV`s and Dirt Bike, I request that you support the New Jersey Off-Highway Vehicle Association (NJOHVA) who has proposed creation of an OHV program that establishes OHV / environmental education and riding opportunities in New Jersey with the purpose of protecting OHV users right to operate their vehicles responsibly, legally and safely.
The program the NJOHVA is proposing will virtually eliminate environmental damage caused by unlawful OHV use and be 100% self funding through a combination of registration fees and the Federal Recreational Trails Program (RTP) dollars. It will support the states economic growth by generating jobs, increasing sales of OHV related products, additional sales tax of at least $12,000,000 annually, registration fees of $14,000,000 annually and recreation dollars for in state responsible OHV recreation. Currently the state looses significant sales tax revenue by New Jersey residents purchasing their OHV`s out of state to avoid NJ sales tax. Also loosing recreation and tourism dollars to neighboring state who welcome OHV recreation.
In closing I demand that you oppose A-4172 in it's current form and that you meet with the representatives of the New Jersey Off-Highway Vehicle Association and take their proposal into serious consideration. NJOHVA has developed a program that is proven to work in other states.
