The College Cost Reduction Act, recently passed by Congress, would cut student interest rates in half -- from the current 6.8% to 3.4% over the next four years -- providing enormous relief to the debt burden borne by America's students. The bill also increases the maximum Pell Grant by $500 to a total of $4,800 next year and to $5,400 by 2012.
