Here are the key steps in the process:

• Verizon filed and received certification of its cable franchise application from the District of Columbia’s Office of Cable Television (OCT)
• Verizon and OCT negotiated and agreed to terms in the franchise agreement
• Office of Attorney General reviewed the terms and the Cable Act was introduced for the Council’s review and consideration of approval
• After approved by the Council, the Mayor had 10 days to approve the agreement and advance it to Congress for a 30 day Congressional review period
• Once all approvals were received, Verizon and the Mayor of the District of Columbia signed the franchise agreement
