Prop 1C: The Housing and Emergency Trust Fund Act 2006
PICO California

On November 7, voters will have an opportunity to approve Prop 1C, a statewide bond initiative that would fund the Housing Trust Fund by $2.85 billion. These funds would be used for a variety of housing programs as outlined below:

Bond Amount: $2.85 billion

  • Multifamily Housing Program – Builds apartments for seniors, families, and people with disabilities -- $395 million
  • Emergency Housing Assistance Program – Builds and renovates emergency shelters and transitional rental homes for homeless families with children, battered women, 
    and individuals -- $50 million
  • Supportive Housing Program – Builds apartments with support services for people with chronic disabilities, such as mental illness or physical disabilities -- $195 million
  • Farmworker Housing Grant Program -- Builds for-sale and rental homes for agricultural workers -- $135 million
  • Cal-HOME Program – Funds a range of homeownership programs -- $300 million
  • California Homebuyer Downpayment Assistance Program – Provides assistance in the form of second loans for down payment and closing costs -- $200 million
  • Programs to provide infrastructure vital to home development -- $1.35 billion

Short Summary Statement from the November Ballot:
YES on Proposition 1C provides emergency shelters for battered women, affordable homes for seniors and former foster youths, and shelters with social services for homeless families without raising taxes. Rebuild California: Join Habitat for Humanity, AARP and CA Partnership to End Domestic Violence, vote Yes on 1C.

History:
In 2002 PICO California affiliates worked with other housing advocates, county housing agencies and Housing California to successfully pass the Proposition 46 housing bond that provided $2.1 billion for the housing trust fund. As of June 2006, Proposition 46 has provided funding for 9,351 supportive homes & shelter beds, 11,081 apartments and helped 16,101 families buy their first home, but these funds may be exhausted by the end of this year.

This Spring PICO California was invited by Housing California to join housing advocates in supporting continuing funding for housing from the State of California. The work of our partnership has resulted in Proposition 1C.
