1. Why is this rabbinic call addressed to the American Jewish community?
The overwhelming majority of the American Jewish community (87%, according to a recent poll) believes that a two-state solution to the Israeli-Palestinian conflict is in the long-term interest of Israel’s peace and security. In this spirit, Jewish clergy from across the nation are coming together to express their support for two tangible opportunities to promote peace: the Annapolis peace conference and the U.S. presidential campaign.
2. What is the Annapolis conference and why is it so significant for American Jews to support it?
The conference, being organized by Secretary of State Condoleezza Rice for late fall 2007, will be held at the U.S. Naval Academy in Annapolis, Maryland. The meeting is aimed at reviving the Israeli-Palestinian peace process, as well as strengthening Palestinian Authority President Mahmoud Abbas and his West Bank government. Rice has made it clear that “the United States sees the establishment of a Palestinian state and a two-state solution as absolutely essential for the future, not just of Palestinians and Israelis but also for the future of the Middle East and American interests there.” She has also said that the ultimate goal goes beyond an Israeli-Palestinian settlement to include broader Arab-Israeli peace.
Israeli Prime Minister Ehud Olmert has made clear his support for the conference: “Annapolis is a landmark, it is an international seal of approval, on the path to negotiations and of the genuine effort to achieve the realization of the vision of two nations: the State of Israel – the nation of the Jewish people; and the Palestinian state – the nation of the Palestinian people?” (Saban Forum, November 4, 2007)
The last final-status peace negotiations between Israel and the Palestinian Authority were held at Taba in the Sinai Peninsula from January 21-27, 2001. At the closing press conference, the negotiators issued this joint statement: “The sides declare that they have never been closer to reaching an agreement and it is thus our shared belief that the remaining gaps could be bridged with the resumption of negotiations following the Israeli election.” Against the backdrop of the early days of the Second (Al-Aksa) Intifada, and under the administrations of President George W. Bush and Israeli Prime Minister Ariel Sharon negotiations were not resumed.
For the first time since then, there is a convergence of leaders on the Israeli and Palestinian sides of the conflict who are willing to negotiate, as well as a U.S. administration that appears to be invested in moving the peace process forward.
The likelihood of the Annapolis meeting serving as the starting point for serious negotiations is, to a large extent, dependent on the seriousness with which the Bush Administration displays bold leadership during this time of preparation, and on follow-up diplomacy, and by support given to it by the Jewish community. Given the lukewarm (and occasionally negative) response the conference is presently receiving from many Jewish organizations, grassroots Jewish support for the present administration’s efforts is critical.
3. How can Israel enter a peace agreement with Mahmoud Abbas, when he only holds power over the West Bank, and Hamas is in control of Gaza? If an agreement is achieved, how can Israel ensure that Hamas doesn’t derail it?
In addition to serving as president of the Palestinian Authority, Mahmoud Abbas is the chairman of the Palestinian Liberation Organization (PLO). In that role he is legally the person with whom Israel must negotiate any potential peace agreement. Hamas leaders have repeatedly made statements suggesting that the movement would accept a peace agreement achieved by Abbas and approved by referendum of the Palestinian people.
This does not diminish the need to resolve the political and military stand-off between Fatah in the West Bank and Hamas in Gaza. For any peace agreement with Israel to stand the test of time, it must have the broadest support possible among Palestinians, and that will mean involving those parties that have thus far refused to negotiate.
While Hamas poses a genuine security concern for Israel Hamas’ hold on power is far more tenuous than its rhetoric indicates: The movement does not have, and is unlikely to attain, the weaponry it would need to pose a serious threat to Israel, and perhaps most importantly, it is losing support. A poll conducted by Palestinian university an-Najah shows that half of the Palestinian population condemned Hamas for its violent takeover of the Gaza Strip, and more than 70% approved of the emergency government formed in the West Bank by Abbas.
The Annapolis conference is thus particularly important to the moderate Palestinian leadership under Mahmoud Abbas, in order to allow him to show concrete progress in the daily lives of Palestinian and show that a permanent settlement is possible.
Eight former U.S. State Department and Pentagon officials have recently suggested that Hamas be invited and drawn to attend a second peace conference. Such attendance, “implicitly would accept [the results of] the first one and Israel’s existence.” (IPF Focus, Vol. 5(30), October, 2007)
Palestinian analysts Gaith Al-Omari and Rafi Dajani have said:
“it is entirely possible for Palestinian President Mahmoud Abbas to reach an agreement with the Israelis after the fall Mideast meeting without Hamas if a meaningful process toward Palestinian statehood is started following a document of principles setting the general contours of a peace agreement. If such an agreement meets Palestinian national aspirations? it is hard to imagine Hamas opposing it and risking alienating the Palestinian people." (Orlando Sentinel, October 22, 2007)

4. What is the relationship between the U.S. presidential election and Israeli-Palestinian peace?
Of all non-Middle Eastern countries, the U.S. has by far the greatest influence on the region. Unfortunately, President Bush neglected Arab-Israeli diplomacy for nearly all of the first seven years of his Administration, While the current efforts of his Administration to pursue peace provide some room for hope, the next President cannot allow another seven years to pass before demonstrating American leadership on the issue.
Every advance that has been made concerning peace between the Israel and the Arab world has required active American involvement, or has been made in the assumption of such involvement. President Carter hosted the Camp David talks resulting in a durable peace agreement between Israel and Egypt; President George HW Bush co-sponsored the Madrid peace conference; President Clinton hosted the official signing of the Oslo Accords. President Clinton also worked vigorously to reach a final status agreement between Israel and the Palestinians until the final days of his administration, and was instrumental in achieving the Israeli-Jordanian peace treaty in 1994.
For the Annapolis talks to become something other than a well-meaning gesture, it is essential that the Administration – both the current one, and the one which will replace it in January 2009 – take a similarly leading role, for the resolution of the Israeli-Palestinian conflict is vital to the interests of all those who live in the region, and the American people.
It is absolutely essential that all of the presidential candidates hear from American Jews about our communal desire for peace. Both Democrats and Republicans appear to assume that they must promote unconditional American backing for Israel’s current policies to win Jewish support, failing to consider that the overwhelming majority of American Jews (87%) support a two-state solution, while 68% are more likely to support a candidate who promises to take an active role in the peace process. We must make it a priority to demonstrate that a “pro-Israel” candidate is one who both calls unambiguously for a negotiated two-state solution, and has a realistic and robust plan to make it happen.
5. What concrete steps can U.S. Jews take to support the conference and encourage presidential candidates to respond seriously to the expectation that they provide early and sustained leadership in resolving the Israeli-Palestinian conflict?
There are a number of steps that American Jews can take to support the Annapolis conference and encourage a bold approach to the conflict by presidential candidates:

Whatever steps you take, it is tremendously important that we take the opportunity presented by this presidential campaign to let all the candidates know that simplistic statements of “support” for Israel, or of a desire for “peace” are not enough. The American Jewish community must join together to demand real action, and a commitment to finding a just resolution of the conflict.
