I am writing to convey my support of legislation requiring degreed teachers in pre-kindergarten classrooms by the year 2013.  The legislation, Senate Bill 702 by Senator Nan Rich and House Bill 741 by Representative Janet Long, essentially changes one-word in the current pre-kindergarten implementation law.

In 2002, Florida voters overwhelmingly approved a constitutional amendment mandating that "every four-year-old child in Florida be provided a high quality pre-kindergarten learning opportunity...delivered according to professionally accepted standards (Article IX, Section 1(b)."  A commission was formed, chaired by then Lt. Governor Toni Jennings, and affirmed that degreed teachers are the hallmark of ensuring a high quality early education.

The implementing law for Florida's pre-kindergarten program, however, requires degreed teachers only during the summer program. The requirement for the normal school year is only "aspirational".  Such a vague goal explains the lack of progress to date. The proposed one-word change would remedy several problems.
