The short explanation of this alert was:

Democratic presidential candidate John Kerry's campaign said that he will play by the rules and accept public financing with campaign spending limits for the general election campaign. He gave one caveat, however: if President George W. Bush decides to opt out and raise private money above and beyond the $75 million spending cap, Kerry will reconsider his decision. Bush's campaign, however, is staying mum. According to the Washington Post, it "refused to pledge Bush would stay inside the system for the final eight weeks of the campaign."

With the Democratic convention just weeks away, Kerry needs to make up his mind before Bush does. That is why Bush should quickly and clearly state his intention to stay within the limits of the public financing system, so that Kerry can choose to stay within the system while running a competitive race.
