M & O levies provide basic funding- not add-on, luxury dollars. Yet levy and bond campaigns face special challenges: the undemocratic 60% supermajority requirement, limited resources for campaigns, and high turnover among volunteers as parents “graduate” from districts, which often leads to starting from scratch every campaign.
