The short explanation of this alert was:

Secretary of Housing and Urban Development, Alphonso Jackson, told a story in an April 28th speech about nixing a government contract with a business because the CEO would "use funds to try to campaign against the president." Now an HUD internal inquiry has revealed that Jackson urged aides to take the political leanings of contractors into account when awarding grants. Is a Cabinet Secretary supposed to play political favorites when deciding who to give contracts to?

There could be more. Jackson raised at least $100,000 in campaign cash for Bush for the 2000 election as a “Pioneer” – a donation-bundling program.  Like the other Rangers and Pioneers, every donation brought in by Jackson's work was coded with a special number. That's why we know there's a record of who he raised money from.
