The short explanation of this alert was:
Verizon recently applied for a video license with the Rhode Island Division of Public Utilities and Carriers to offer consumers in Providence, North Providence, Foster, Scituate, Cranston, Johnston, Charlestown, Hopkinton, Narragansett, Richmond, South Kingstown and Westerley a choice for cable TV. Once a franchise is granted, consumers will finally have a choice for cable TV.
We appreciate your interest in bringing more TV choice to Rhode Island. If you would like to voice your support for more competition, please send a letter to DPUC officials.
