The U.S. House of Representatives has passed its version of Education's Federal Budget Appropriations for the 2006 Fiscal Year (FY '06) which will begin in October 2005.
In the House bill, federal funding designated for education fails to live up to authorized levels for key federally mandated programs and withdraws funding for the continuation of programs important to students with learning disabilities.
Individuals with Disabilities Education Act (IDEA)
The House FY '06 Budget bill provides a meager $150 million for the IDEA. This slight increase actually puts IDEA funding in reverse, shrinking the federal contribution, authorized at 40% of national per pupil cost, from 18.6 percent to 18.1 percent. President Bush requested an additional $508 million for IDEA in his FY 2006 budget. While still inadequate, the Congress should AT A MINIMUM fund IDEA at the President's requested amount.
Demonstration Projects to Ensure Students with Disabilities Receive a Quality Higher Education have been ELIMINATED: These projects support higher education faculty, administrators and auxiliary service providers to more effectively provide and help post-secondary students with disabilities to complete a high quality post-secondary education. The program currently supports 27 projects in 21 states and is funded at $7 million.
Parent Information and Resource Centers (PIRCs) have been ELIMINATED: These centers provide information and training on key provisions of the No Child Left Behind Act (NCLB) to parents, family advocates, educators, community organizers, faith-based activists and others committed to educational success for all students, especially low-income, minority, and English language learning students. Currently funded at $42 million, the program supports more than 80 PIRCs nationwide.

Tell your U.S. Senators to make good on their promise to provide adequate funds for states to implement the Individuals with Disabilities Education Act and provide ongoing funding for key programs that support improved achievement for students with disabilities.
