The short explanation of this alert was:

We need to reach 700,000 undecided voters between now and November 7th with a simple message about Prop 84.  We know from polling that all we have to do is tell them a couple of facts about California's environment and a little bit about what Prop 84 will do—and then convince them to vote.  With more than 15 million Californians registered to vote, we need your help to reach just 5% with our message.

Between now and election day -- at some key times in the campaign -- we will ask you to forward a little bit of information, a link to a TV spot, a newspaper article, or simply a note about why Prop 84 is important, to a few people you know.  Just 4 minutes of outreach to your own friends & family will make a huge difference.
